Oo R, So DR as Oo ar, So they are (think African-American from the sothern states with an accent as portrayed in films from the 30's, 40's and 50's). The D's could be read as these (dese in the accent I suggested). Characters ... well I'd say there are two people, but I suppose it could mean a letter count as well.
If it's a puzzle question it might be worth reposting in Quizzes and Puzzles with the full instructions. I picked up on it because of recalling that other silly rhyme.

OK, so you need a number for the answer. Two spiders, one wth no body give 16 legs (check against the drawing), two characters (the text seems to be a conversation between two people), add another 4 legs (unless the people talking are legless !) and I make it 22.
It could also be 6 (two characters + 4 legs) or 10 (one complete spider with 8 legs + 2 characters) or 14 (one complete spider, + 2 characters each with 2 legs). And don't forget one or both of the spiders could be seen as a character !
As you might guess, I'm not too hot on some puzzles ...
