The word isn't new to me, and I'm familiar with it on here too as used by leg.

My father in law used it occasionally as an insult (not to me!). I was mildly surprised to see it here at first, from leg, but there's far worse. He means it in a 'dozy tart' way and I've not seen it used by him in a nasty way and he doesn't expect it to start a fight.

My father in law used to say it was an Arabic word......he had a good repertoire of not so nice Arabic words from being there in WWII.
