look behind or under the brake pedal for the switch. in the normal position the switch will be open, pressing the pedal releases the switch thus completing the circuit. if its fell out of its mounting this may not be happening, but that SHOULD cause the lights to fail safe and stay on. any way i would go for the switch and check it out next.
