Boyfriend moving in- who do i inform??

Hi,....
i am planning to move my boyfriend in, in the very near future.
Can i have advice on who to inform and is it best to tell them in advance or the day.
Which is easier phone or written??..
I work full-time and he works part-time around his studying. Does anyone know if i can get a reduction on council tax??
I have a child so i will let the ctc know...
Who else is there??
Can only think of The council- (tenancy,) council tax, inland revenue (ctc),

your council tax will go up when he moves in if you're currently getting a reduction for being the sole adult in the household.

As will your CTC and WTC
And any Housing Benefit (or what ever it is called these days) will also be reduced/stopped
