Don't be afriad to choose a 'means to an end' approach - like joining a church choir or something - even if it's just for a couple of months. You'll find you will meet people who may open other avenues for you.
I agree in part with the previous post - Good singers understand musical theory - Get yourself a keyboard (or guitar - cheaper but harder to start with) and a good, easy to read book (it should make you smile when you read it, if not don't buy it). Learn scales.
Great Singers - this is all down to the quality of the voice - it has to sound like you and only you - yet cool as well. You either have this in you or you don't. A great 'untrained' singer will be able to sound brilliant once in a while, and hit bum notes for the rest of the time. A great 'trained' singer will sound great 99% of the time. Beware singing instructors. most will make you sound like a 'good' singer.
You didn't mention song writing, so I'll not comment on it.
