most number of steepest roads

i've been told that blackburn and possibly sheffield have the most number of steepest roads- is this true or are there any other towmns/cities?

Sheffield has got the only road I know of that has a 7.5T weight limit on it one way, because it is a very steep hill and, apparently, years ago a truck lost its brakes and ranaway down hill for about 1/2 mile before causing a rake of devastation. Thats what I was told was the reason anyway. Uphill there is no weight limit.

yeah Sheffield -the thing it has in common with Rome (!!) is that it has seven hills apparently.

For this reason the Sheffield marathon was said to be the most arduous.

a lot of my yorkshire friends claim it is blackburn, but i did go up one fearsomely steep two-way road in sheffield ( near concorde park)- and it was pretty scary
If you want a steep hill, the Hard Knott Pass near Ambleside in the Lake District is a 1 in 3 up the side of a mountain!

Porlock hill Somerset is one of the steepest if not the steepest in Britain.
