Time change and borders

There is a short stretch of international border - about 40 miles long - which is also an international time zone change of three and a half hours, meaning that you could theoretically get up from a late breakfast and go straight into lunch. What are the two countries on either side of this frontier?

looking through my atlas and Googling the current times in possible parts of the world. There's definitely a 3� hour time difference between Afghanistan and China. The length of their shared border also appears to be in the order of 40 miles.
