Each player in Casino Royale buys in for $10m.

Each player is given $10m worth of chips.
The winner gets all the money. These are not "casino chips" where you can walk away from the table and use them at another game, or cash them in. They are just tournament chips. Whoever has them all at the end is the winner, and gets the money.
Bond wins (surprise, surprise). Bond "tips" the dealer with a $1m chip. The dealer looks pleased.
He'll be really p*ssed off when he goes to collect his $1m, and the Casino tell him ... Sorry, this is just a tournament chip, with no value. The "winnings" of $110m were wired to the UK Government. Thanks for returning our chip.
