Changed cpu fan now getting pop-ups and errors

My existing cpu fan was faulty so I swapped it out for my old one together with the heatsink thing underneath. when i restarted i got two windows error messages and also now get pop-ups. also whilst i am typing this my pc cannot keep up. the fan is working fine.

can anyone help and explain why this is?

What do the error messages say?

Did you use thermal paste when you fitted the new heat sink?

strange though.... my first thought is it's probably coincidence and the pop up errors are unrelated to changing the fan.

exception processing message C00000a3 parameters 75b6bf7c 4 75b6bf7c 75b6bf7c
google finds a couple of sites but no concrete answers. possible usb problem.
usb keyboard missing lots of key presses. also lots of pop-ups evn with 'block all' turned on.
