Jimi Hendrix without a doubt. There would not be electric guitarists of the style of Randy Rhodes without Hendrix, who totally revolutionised the style and presentation of guitar music. As the original guitar hero, he will always be the one the rest have to (try, and fail) beat.

As Andy says above. The problem with such questions is that there is not a possible comparison: Unless you can place Randy Rhoads in the same time period as Hendrix and see what each of them came up with, it's a null and void comparision.

BTW Normally this question gets asked with reference to Steve Vai, not RR, in which case the answer is still Hendrix but also has the additional answer of 'because Steve Vai may have one of the best techniques in the world but he has absolutely *no soul*, something Jimi had in abundance!
