over the christmas period , i was arrested and charged with being drunk and disorderly, and held for7 hours.
on being released the desk seargent realised i had not been read my rights on arrival.

can i have this charge dropped

Personally, I cannot understand why the Desk Sergeant would be so plain stupid as to make such a remark to the accused. Perhaps he was referring to the fact that a box on the appropriate part of the charge sheet was not ticked to indicate that you had been cautioned, though whether you would have been in a position to fully understand the terms of the caution remains open to question.
