She would have to be inspected by ofsted who would make sure that she had safety issues in place: smoke alarms, safety glass where appropriate, fire guard if appropriate, stair/kitchen gates..etc They can be quite picky but just because somewhere is 'unsightly' as long as it's safe that should be OK. Maybe check out the ofsted website to get all the in's and out's.
It's all changed since my day, but she'll need to do training courses, including first aid and a business one, but she'll get a budget for equipment, toys, stationery, that sort of think, but again, I don't know all the fine details.
It's a difficult job and can seem like a right old up hill struggle just to get up and running... but it's a way of being at home with the children and earning some pin money...
