24a Customary rules requiring order either way , needing N from Scrabble. ??m?o? ???. I'm convinced the answer is "common law" which would be customary rules. OMMO reads either way but doesn't seem to mean anything. Scrabble suggests an anagram but assuming an "n" is required , nothing seems to work. Help! If 24a is as above then 19d "Animal managed to catch cold, I say!" would be ??c?o?? and looks like raccoon . Cold would be C but i don't see how racoon would fit . I don't understand the "I say! ". Thanks for your help.

24a Common law - O(rder of) M(erit) (either way) + n (in) claw (scrabble)

19d Raccoon - Ran (managed, catching) c(old) + coo ("I say!")
An order could be OM (Order of Merit), and thus both ways would be OMMO
19d managed = ran
cold = say
I say = coo (!) = expression of surprise
