As a learner driver you can get insurance for your car (and in your name) just the same as any other driver can. All insurance policies are issued subject to the condition that the driver must be driving in accordance with the terms of his licence. For a learner driver that means that he must be accompanied by a person who has held a full licence for at least 3 years and who is at least 21 years old. (There is no need for that person to be named on the insurance. You'd still be covered if a different suitably-qualified friend accompanied you on some occasions).
