Are the two the same or are they two totally different procedures?

A credit check with a credit reference agency like experian or equifax will determine your credit repayment history aswell as confirming if you are on the electoral roll. 

From an applying for finance view then yes they are the same

In a credit check, they check your credit history, so I think its all in the words - quite linked but not quite the same!
