fry some chillies, ginger and garlic on a wok with oil
add: white cabbage
bean sprouts/water chestnuts
broccoli
peppers
onions
(all cut into bite size bits)
fry for a few minutes
then add: oyster sauce
soya sauce/fish sauce
squeeze of lime

Buy one of those packets of stirfry veggies from tescos...they are quite cheap. If you can hunt down an oriental grocers near you,you will get soya and other sauces for much cheaper than the supermarkets.
As for a cookbook.....any of the ones that are aimed at students will provide loads of cheap and cheerful grub.
