how did the reaction of great Britain and France toward Germany compare to their reaction toward Italy and japan.

they were more nervous, having just fought Germany once (Italy was on our side in the first world war). I don't think they noticed Japan much, until they became aware of the threat to Singapore. Incidentally, I don't think Japan had a 'dictator'.
