What is the best way of getting Itunes from my old laptop onto my new one?

if you only have a fairly small amount then burn them onto CD(s) or use a USB memory stick and copy them across that way
If you have a substantial collection then as above says then external hard drive is probably the easiest, but unless you already own one isn't a cheap option. If both computers have a network card in them then a CAT5 crossover cable (available fairly cheaply) would enable you to network the two computers together directly with no additional hardware then you could copy your tunes directly from one to the other.

You wouldnt be dragging and dropping anything from your desktop.
As default, iTunes stores your music in this location:
C:\Documents and Settings\*username*\My Documents\My Music\iTunes
You will see your iTunes music folder in there - right click and copy onto an external HD (or follow Chuck's instructions) to put onto your new PC.
Obviously, you will need to install iTunes on the new machine - then just put your iTunes folder in place of the one the prog will install.
