Where in France is the accent similar to that in Quebec, Can? I.e. where the letter 'r' is rolled (like in Spanish), 'toi' sounds like 'tw', and vingt = v. For example: Prends soins de toi = Prrren' sw de tw... ? Anyone have any ideas?

All languages are constantly evolving and developing and when the French arrived in Quebec around the 15th century, they became cut off from the evolving French language in France, and evolved and adapted and different rates and with different influences. The language can have quite different dialects within Quebec as well. Arcadians for example still speak with quite archaic terms never heard any more in France.
