Talk to the council planning office about getting OPP.
To get an idea of prices in your area of plots look in the back of magazines for self-builders like "Build it". or try "self build plots" in your favorite search engine
That's not too surprising, generally councils don't look too favourably on you 'cashing in' by splitting up land anthough somebody in my village has just got permission after about 6 months of trying.
You may need to find some sort of mitigating factor such as why the area would benfit from a building there, for example replacing an eyesore. Or if you were planning to build a house for an aging relative it might help.
