buzzing sound on a rover 620 di?

I tend to get a continous buzzing sound (like the sound of a laser printer warming up) when I press the accelerator either in neutral or gear1 & 2. I can't hear the noise once i've gone above 30 MPH. The car is a rover 600 Di (97). Can anyone help? Cheers Scott
