If we get any in this country, it's usually pitiful and doesn't last. Try living in Canada - a friend of mine visits from there & finds it hilarious how we all panic at the prospect of a couple of inches... ;-)

-4 actually feels much worse than -15 in canada, the dampness also penetrates the joints causing a lot of ailments.
canadians are prepared for this weather and use snow tyres and chains as standard, the air is dry so the temperature does not penetrate the body and make you feel really cold and ill. We barely get snowfall in this country so its unsurprising that people struggle to cope, we also do not have the benefits of snow tyres and years of experience.
