can relatives who live abroad in turkey and have come back to england for a family funeral claim expenses from the estate for everything they have spent while they have been here including return flights

Nobody can make a claim against the estate in respect of a funeral, other than the person (or public body, such as the local council) arranging the funeral. Even then, the 'expenses' claimed should only cover essentials such as, for example, travelling from their home to meet the vicar/priest/etc who will be conducting the funeral, or the costs of contacting all those who might wish to attend. It would be questionable as to whether the person arranging the funeral was entitled to charge for their own travel (and/or accommodation) to actually attend the funeral. Certainly nobody else can claim unless, of course, the testator made provision in their will for such payments to be made.

The executor of the will has a duty to carry out the terms of the will exactly.Unless the will stated that Aunty Nellie and her family be paid for their return from wherever to attend the funeral as a bequest under the will the answer as stated is a big NO.
