Can locks be changed without your ex partner agreeing if property is jointly owned

I would think so. I can't see it breaks any laws.
Yes but then your ex could just break in if he didn't have a key. If he owns half of it then you can't do anything about it, you can't be 'done' for breaking into your own house.
Unless you have a court order to exclude the ex then as a joint owner they have the right of access to the property at any time
He may have a right to enter the house but Iam not sure that he has the right to damage your property. Call the police if he damages anything. ie Locks that you have paid for.
