BBC employing people

BBC TV are constantly airing adverts for jobs vacancies on BBC3. On the one hand they are laying off 4000 people and on the other hand they are advertising for jobs on BBC3. Can someone explain??

Like with all companies, they are probably just restructuring, which involves getting rid of some posts. (or "dead wood") whilst advertising for the posts they really do need.

Yes, perhaps the people that are being laid off are expected to re-apply for their own jobs. This does happen quite a bit.
