How long is a Local Authority allowed to chase an unpaid fine for? Are they allowed to chase it after more than 10 years? Can they harrass partners/husbands wives for it even if it is nothing to do with them? Any help most appreciated.

The local authority may however choose not to chase but generally they would then hand over to a bailiff who would pursue with vigor. Check out the BBC show "Bailiffs" and see how a �50 fine can escalate to �1000+ and result in them seizing goods to the value.
