Outside a Garage which has no drop kerb in front of it but it does have a white line marked across the front on the road ??

as a 'road sign' they are meaningless. But they are put there for a reason and that is to indicate that eg access is required. So you wont get a parking ticket (PCN) for parking on a white line but you might get a fixed penalty notice (by the police) for obstruction.
...or you might get a size 10 boot in the door panel.
Some local agencys will enfource the 2008 TMA and issue a PCN for obstructing the 'exit from the property', only if requested to do so by the occupier of that property. If however the occupier wants to return to his garage/driveway and it is blocked then the above act has no power, as it only covers 'exit from the property'.
