Does the Forestry Commission, as a landlord, have a legal duty of care towards their tenants during the bad weather? ie snow clearance from forestry roads to enable tenants to gain access to and from their property.

'Duty of care' generally relates to employees in their workplace.
Unless your tenancy agreement has such a clause, I think you have no chance.
I never much doubt it or all the councils and Corpoations would be inundated with complaints from their tenants
Not quite a comparable situation Nanny because council house tenants access their property via the public highway over which the council have some responsibility to maintain (including free from snow). In contrast the forestry commission actually owns the land over which a tenant has to pass, the tenant having a private right of way to do so.
Still doesn't change the price of fish unless the tenancy agreement says something along the lines 'shall maintain the access road in good order at all times'
