With a contract iPhone, you get unlimited 3G usage, as well as unlimited wifi usage from The Cloud, for the lifetime of the contract.
Because this is a pay as you go phone, you can do what you like with it, without paying a contract. They give you free usage of the 3G and wifi from The Cloud for the first year, then start charging you 10/month after this first year.
During any of this time, you can connect to any other wifi network you like. The Cloud may very well not be available where you live, but only in city centres or near certain shops.

thanks for the advice fo3nix it was useful but I am still not sure what you mean,
After the first year would I have to pay the 10 a month if I want to access the internet or can I use my Wi fi from home after a year.
I would only be using the internet to download from itunes so it would be pointless in paying 10 a month.
Sorry for the confusion

It seems that after one year, you have to pay 10 a month if you want to continue getting unlimited internet access from either The Cloud wifi, or the 3G service that O2 operate.
I assume that you can still access 3G when you're away from home, but it'll be at some price for some time downloading content. The 10 a month would just make your usage unlimited, for a fixed fee.
At any time, you can use your wifi at home for free (excluding the cost of your actual internet at home, obviously).
