Running red light on camera

Can the police force prosecute people who are caught on television cameras blatantly running red lights? (Watching 'Paparazzi: Next Generation' on BBC3 and the subject, a rather unpleasant character, went straight through a string of red lights, and was caught by the camera the BBC was filming him with)

Would the same thing apply here? I'm assuming he wasn't spoken to by the police at the time (I didn't see the programme) but it is an interesting point of law if the tv programme was broadcast after the 14 days or even within that time period.
