I think it was invented for the mexican army as a type of sandwich - the tortilleras (groupies) used to follow the army and make them tortillas.

The corn or maize tortilla is pre-Columbian. Wheat tortillas were introduced to Central America by the Spaniards. And what the Spaniards call 'tortilla' is a totally different kettle of fish.

Here in Spain a tortilla  is an solid omelette filled tradionally with potatos and onions and garlic
