why are buildings called buildings, when there already built?

Wow never thought of that. They should be builtings.

The English language doesn't have a perfect/ imperfect verb distinction which unlike Russian (perfective verb) po'stroit, (noun) postroyeniye - (imperfect stroit' ie is/was building but not finished) OK?

Other languages have separate words.

eg Chinese (verb) 修造 xiu zao (noun)大厦 da yuan
