But why precipitate? Reckless = precipitate. The rest I don't follow. Albeit, Mr Moorey seems to be getting his own dig in at the financial institutions...

and 1A. Motif?

I have to be honest and say I don't know how precipitate is worked out. Only bits I can guess at are the c and i could be outbreaks (beginning) of critisism and indeed, and pit could be mine. Otherwise I just guessed as it fits in with all the other finished words on the grid. Has anyone got the proper explanation?
I think I've got it!

Top = PATE (as in head)
Banks means put everything else into it.
So, PATE collects re (another version of are), c (beginning ot criticism, i (beginning of indeed) and pit (another word for a mine)
