last one, 16a Brown fan supplies some old money to.....(6) ?a?n?r. (17a is ado} It looks like tanner, tan is brown, and tanner is a sixpence, but how does the rest of the clue work?

It might be that brown fan is a person who likes sunbathing.
He would be a tanner.

Thanks, baitress. I did think of that interpretation, maybe that's right. But I very rarely understand it when one clue has .....after it, apparently referring to the next clue(17a) , which is ....... a party trouble (or something like that, I haven't got it in front of me).
