Photoshop CS3 question

I'm a newb to using Photoshop CS3 and I could do with some help.
What I am trying to do is to use a photograph of a flag, and then overlay this with several photographs but with the opacity turned down, so that the colours of the flag show through. Can anyone advise of the easiest way of doing this or even point me towards some online tutorials?

It is the best ... but unless you are going to start serious useage ... something loke photoshop elements will do what you need .... without all the reading
the effect you want would be achieved using layers.
it's one of the more easy effects
starting with the flag - paste each photo in it's own space ... adjust layers to taste
