If you send something by Recorded Delivery that has to arrive by a certain date, and the Post Office try to deliver it on that date, but it is not signed for, does it legally count as having been delivered on that date, even though not signed for?

And I bet Rollo`s on the phone to Royal Mail everyday moaning the post is late, the gate wasn`t shut, elastic bands in the front garden, a letter was folded in half, milk bottles missing, cat`s gone missing, the sun`s not shining...blah blah blah
As far as I know, all mail belongs to the Queen until it is delivered. Recorded Delivery does not give an assured delivery date, that is Special Delivery. However, recorded has to be signed for by anyone at the address on the letter. Are we to assume that ELVIS68 lives at all the addresses he has recorded mail for? This man is surely breaking the rules.

As this is to do with dog club 'politics' I have contacted the Kennel Club who have confirmed they will accept that the nomination was received in time, provided there is proof of posting (which the receipt for the Recorded Delivery payment is). They say it is more to do with the date sent than received, and as I have proof it was sent before the due date, then they will back me if the snidy git that perports to be our club secretary tries to stop the nominations to replace her! Still doesn't answer the legal question though....
