Unlikely as it sounds, but I think the answer is Finland. But Finland is the home of Nokia.

Finland has the world's highest density of mobile phone ownership at 46 per cent. For 18-19 year olds the penetration rate is nearly 100 per cent. A third-generation (3G) network is expected to launch in January 2002. Finland also has the highest global per capita ownership of personal computers with Internet connection.
