Although his title was Special Envoy to Washington, Saburo Kurusu carried the lion's share of negotiations with Hull. It appears he was actually responsible to Admiral Kichisaburo Nomura, however. Nomura had been appointed ambassador to the United States sometime in 1940 according to biographical information...
