I am trying to get access to a journal called The Jean Rhys Review. My university does not have it, and the only place I have come up with is the British Library which is hundreds of miles away. Any ideas?

You have to convince about the avenues tried (I found when I wanted a particular book). There's a different colour Request card to fill in with precise details. Might be better now, but at the time I had to wait ages and ages for my copy. The BL has to keep a copy of everything ever published and I believe that huge warehouses far from London are involved in storage of many volumes.
I think your uni library should be able to request the pages with the contents for each volume (?)
Also there is database of all the academic libraries within the M25 that tells you which libraries take a particular journal. Maybe your subject librarian can tell you if there is an equivalent database for your area? The M25 is on http://www.m25lib.ac.uk/
