Animals love her. she has made friends with all the neighbor dogs, and they all love her. So they don't bark any more when she comes around. Instead, they run up to get pet. Maybe you should try to make friends. I only suggest this because I think you should try all other options before you start reproting your neighbors to the authorities. They're your neighbors, and it is much better if you get along. Good luck.
i understand the problem as i've had it in the past, but i don't know what anybody thinks can be achieved by having a word with the neighbours or reporting them to the authorities - what next - have the dogs removed and exterminated??? we talk - dogs bark - it's how they communicate. try telling the birds to stop tweeting , humans to stop talking or a cat to stop meowing. The dogs are probably just looking after their territory - they wont realise that there is a boundary between your house and your neighbour's.
i do think newtron's advice is the most sensible - this worked with me and my neighbour's dog. he only ever barked when a stranger went into my garden - which i actually appreciated as it made me feel safe knowing he was guarding my property as well as his own. if there is a fence and the dogs can't actually see you, just talk to them - they will soon get to know your voice as a friendly one and will calm down.
Good luck pseckman.

The dogs probably bark when they are not getting enough friendly attention. You say these neighbours occasionally try to settle the dogs, does that stop them barking for the time being? A techy solution might be to record the barking and play it back when the neighbours in just to see what happens. What do the other neighbours think?
Don't get me started on this subject. Next door neighbours dog barks from the minute I get in until sometimes 10.00pm at night ! So far, I've managed to keep my cool and put up with it but I know one day enough will be enough and I will have to say something to my neighbour.
I haven't said anything yet because other than that, they are a really friendly family.
I will admit to banging on the wall sometimes though when it's too much !!!
However, I agree with the majority by saying it's a step too far going to the authorities just yet. Honesty is (most of the time) the best policy. So talking first to the neighbours is the route to go I think

I realise that some neighbours might be off putting and difficult to approach but I didn't think I was, and was upset when a neighbour reported my dogs without advising me first. When I was made aware that my dogs were barking in my absence I made the necessary changes. Any responsible dog owner (I know there are those who are not but then they are not going to respond to a pleasant quick word), if alerted to their dog barking incessantly will want to and need to take some appropriate action. If not for any other reason but for the dog's sake. Barking is natural for a dog but it incessant barking is a sign that the dog is either bored or worried. And as a final resort if your neighbour will not respond to reasonable requests you can report them. Dog owners do not have the right to inflict noise pollution on others.
