Firstly, how did you make the loan? If by cheque or direct transfer, then there must be a paper trail. Track this down through your bank, even proof that you withdrew 25k in cash. Then you need to go to court to ask the court to force the borrower to make accessible his bank records especially the one where the cheque or transfer was deposited. Once the link is established, he will need to prove where the money came from if he denies that it is from you and if he does agree that you gave him the money, he will need to prove what it was for. All this may not result in the repayment but show that a payment was made by you to him.

Invest in a baseball bat?
yes..... send the boys round pronto!
Just a bit of a tip that may be of assistance to you in outing your friend, and where he got the money from. What did he purchase with the money? - If he purchased something tangible, and that he is unable to realistically account for, report him to the Police under the Procedes of Crime Act (not that I condone wasting police time, but if there is a miscarriage, then this is allowed in my mind)
This Act gives the police and the courts power to impound any property thatthey believe may have been purchased with the procedes of crime - the idea being that it is the owner's responsibility to prove where the money came from to purchase it. If your friend purchased the item(s) with your money, then he will be forced to put his hand up.
Sounds complicated, but isn't - very quick too. You can report him annonomously, so don't worry about that (Crime Stoppers)
Good luck.
