Wow, sounds like Big Brother will camp on your doorstep if you try to copy a CD to the Net! It's a huge file for a start, and will take absolutely ages to upload and download at a substantial cost to non-Broadband users. Your best bet is to compress excerpts (eg ZIP it) and also use a tiny fragment as a taster that people can click on to sample the zipped music.
My husband is a musician,he is a member of a site called Garageband. Here you can upload 3 tracks for the whole world to review, in retuen you have to review about 120 songs by other people. A lot I know.Napster used to have a section for unsigned artists where you could upload your music. Why not try typing in Unsigned artists into your browser and see what comes up?
If it's your music and you own the copyright then all you have to do is convert the CD format to mp3 format. There are many free utilities to do this. I'd recommend Cdex http://www.cdex.n3.net/

Converting to mp3 will reduce the size to around 1mb or less per each minute of music. Then to make the music available you could set up your own web site either for free using your ISP space or buy a domain and hosting for about 50 per year. Alternatively you will find a number of sites which welcome music to showcase which you can upload to.

If however you mean how can you share CDs that you've bought, then you can't legally but that hasn't stopped many millions of people using various P2P programs.
