Does anybody know how to re-create the famous pop-art, except with a personalised picture? 21st b'day present, any packages/software/tools available?!?

You could try Adobe Photoshop (although nearly any similar package would work). Using a portrait photo, use the effects tool to turn it into a b+w newspaper style photo. You can then simply duplicate the image and fill their backgrounds in strong colours. And who said the life of an artist was a difficult one?
