The fasted line (deep level) is the automatic Victoria Line. The Piccadilly Line has a 45 mph speed limit throughout but because most stations are close together it rarely gets to this speed.
The newest tube trains on the Northern and Jubilee Lines can reach 77mph. The Jubillee extention was designed for fast running but they put in clapped out signaling instead of designing new signaling in order to get the line open in time for the Millenium Dome in 2000. The northern line is due to be resignaled within the next 15 years.
The Metropolitan Line (not actually a tube line) can reache speeds of about 60mph north of Finchly Road but the trains are approaching 50 years so I doubt they ever do.
