Ok, I said I was just gona answer and not post 'cos I'm invisible, but I am a inquisitive owld bat, so here goes.
After this afternoons budget, should expats living in warmer climes, still be entitled to cold weather payments, such as �250 per household for pensioners?
or do you think, yes they should, theyv'e contributed to the countries economy before .....lying on sun-soaked beaches...lol

even tho the elcricity prices in spain have gone up 15% in the last year i got a 15% rent cut

I don't see why expats should'nt get the heating allowance - if they have paid their dues over the many years of working and contributing towards Britain.
Lets face it all those entering the UK, bleeding the system dry, never having paid a penny over the years have no qualms in claiming anything !!

welll the old duffers sit here in the reef boasting about how they get so many hundred and theyre in their 80s and aint worked since jesus was hangin on the cross.

Now could these people living in Spain not being able to afford CH, still not afford CH in UK. If the answer is no, then it doesn't matter where they live, they could not afford CH.
Yes many of the villas and farmhouses in Spain are old and cold, but before you emigrate to another country, one has to research that country otherwise you would be out of the frying pan into the fire.

I think my take on it has to be a positive one, as DEN has said, the ones who sit around and have never put into the system, get benefits for doing it, so I think it is right and proper that those who choose to retire abroad after paying their taxes, should reap the benefit of doing so, I raised this point because I had an "altercation" about it with someone in our local, I wanted to see what the groundswell of opinion was on it and it appears most advocate it, I do.
Joy. My sister lives in South Africa, and doesn't receive the annual increases on her UK pension in the way that retired people living in the UK do. And certainly doesn't receive a winter fuel payment, and the winters there are very cold. I believe there are two other countries where UK citizens are treated in the same way, but I'm not sure which two. Interesting isn't, and it seems grossly unfair.
