How to do eye make-up like this (picture inside)?

I have tried heavy mascara but I can't get the same effect. If anyone knows could they please give me step-by-step instructions on how.

Firstly, use eyelash curlers to open your lashes up. Do the rest of your face makeup- foundation or whatever. It can help this look to gently brush loose powder across your eye area, with eyes closed.
For that smudgy look, i would recommend getting a dark smokey grey eyeshadow (maybe something with a little sparkle, but not a shimmer eyeshadow) and a good small brush. Something like a lipliner brush.
Dampen down the brush then rub it across the shadow. Starting on the inner corner of the eye, get as close as you can to the lashes, and use the brush to create as fine a line as you can. Continue all the way to the outer corner of the eye changing the angle as you get past half way to make the brush flatter with a thicker line, and with a little flick up and out at the end. You will need to top the brush up with water and shadow on your way round.
If that is not enough, you can go back and add more to the outer half and corners.
Using the water will give you a defined line.
Now, dry the brush thoroughly or use a new one. Use the same shadow, but this time dry, and follow over the liner you have already applied. This will do 2 things, firstly give the liner staying power, and secondly allow you to create the more smudgy look. Once applied, you can go over the edges with the edge of the brush and smudge it up a bit more.
Now, starting at the inner corner, apply your mascara, using the end of the brush to really get in there and get those tiddly wee lashes. Work your way along the eye, see sawing the brush up and down to make sure you get mascara on both sides of the lashes.
For added zowie, you could get some individual eye lashes, and glue them along the outer half of the eye, blended into the lashline. If doing this, then apply these befpre you start adding eye make up.
