It is about a private company - which owns Bluewater shopping centre - exercising their civil right to set a dress code for entry onto their property. They should have the right to refuse entry to people who don't meet that dress code.
Other individual shops / businesses sometimes have dress codes for similar reasons. Banks already require the removal of hats / motor cycle helmets etc and pubs/clubs also refuse entry to people on the basis of their dress.
This is a civil matter and the police should not be involved.
