seems to tick your boxes, only downside is how busy it gets in July and August.

Vende in France is a really good place, especially if you like sailing. Here you've got the lovely beaches, shell fish fishing, the atlantic for sailing and the lovely islands around, the sun and houses are cheaper than a lot of places in Europe.
Drawbacks: mosquitos on the coast (but so long as you wear Avon skin so soft , you'll be Ok and if you eat marmite well, there's no problem! )
Only problem is that it's a bit dead in winter; but that's where you can come in and animate it a bit!!

This is easy - has to be Madeira. Portuguese is easier than French for native English speakers to master - mastery of French is hardly ever achieved without a heavy Anglo accent (which the French tend to ridicule) and pretty much never without it being at least obvious (certain sounds always being mispronounced, e.g. voulez=voolay, plume=ploom, etc.). Also, in Madeira you don't really need the local language that badly because you can manage with English almost all the time. The biggest drawback with Madeira may be that there are a lot of Brits there - but certainly not as many as in southern Spain.
hmmmmm
i can already some french. i don't know any portuguese but that doesn't seem a problem.
I LOVE SAILING i think i'm getting a litle sailing dingy (fits about 2-4 people but not big enough for sleeping) for my birthday (its special birthday + some of it will be from my good exam results which i'll hopefully get + i have a big family so if they all chip in a bit they can afford it)
ok what about other stuff. do either of those places get large scale natural disasters?
what about stuff like tax?
