neighbours noisy dogs

what would you recommend i do about my neighbours 2 dogs that whine and bark on and off all day and through the night.
The lady has 6 children ranging from 15 down to 2 and 2 male dogs that fight constantly so they are keeping them separate which makes them whine and bark. They have even left one in the garden till 2am.
I have never seen them being walked. The family are not really approachable and i've not said anything just to keep the peace. but again today they are barking and the owners have just turned their music up to drown out the noise.
What do you think i can do about this?

You need to make a detailed log of time and dates and details of EVERY noise incident. Start doing this even before you call the council.
They will usually advise you to keep this log, and send it in once you have filled one or two sides of A4.
They should then start investigating, including, if necessary, putting noise equipment in place.
In the mean time, they may offer to write a letter to the neighbours asking them to be considerate.

My experience is slightly different, they will write first of all to notify the people that a complaint has been made, in case they are not aware that the dogs are causing a nuisance(!)
If they still get complaints they will they ask you to complete a lot and eventually install monitoring equipment if they feel it warrants it. If the monitoring equipment proves their is a nuisance, they they can be taken to court and a noise abatement notice can be issued, which if not complied with can lead to a fine.
