How do I open a Browser window?

Have been trying to set up a paypal, have got so far but they have said I need to be secure by opening a new browser window and type the paypal URL. What's a URL? Any ideas and help would be great? ES

Double click whatever you're using as your browser (Internet Explorer, Firefox etc) to open a new window. The URL is the address at the top of the page ( http://www.theanswerbank.co.uk/Technology/Ques tion762463.html ). Type the PayPal URL (something like http://www.paypal.co.uk/uk ) in the address bar.
